Top seeds England set up a mouthwatering clash against second seeds Michael van Gerwen and Gian van Veen after getting past Wales and Scotland earlier on Sunday.
Uncertainty had been cast over Littler and Humphries' chemistry following their shock last-16 exit at last year's event, but those doubts were dispelled as they averaged 104.77 to surge towards the title.
"I'm absolutely delighted. That's the best we've played all tournament," Littler told Sky Sports.
"That's what we needed to be doing. We can't be doing the rest.
"We've had tough challenges over the past two days, and this was our best performance because we needed to put it in."
The two nations exchanged early legs, but England grabbed the first break with Littler finding double 10 after Van Gerwen missed tops.
That gave England all the momentum as they opened a 6-2 lead before Van Veen stopped the Dutch rot with a 14-dart leg.
Both sides kept hold of throw right to the very end, with Humphries sealing the deal by completing a 12-darter on double 20 to spark the celebrations.
England made the final by edging Wales 8-7 in a last-leg quarter-final showdown before seeing off Scotland 8-3 in the semis.
The Netherlands, meanwhile, had it slightly easier as they beat hosts Germany 8-4 and followed up with an 8-2 win over Northern Ireland.
